In the aftermath of expose involving Bihari induction , Southwestern railways has released a statewise breakup on number of candidates that appeared for the Southwestern Railway recruitment. The person who released this has taken his job too seriously ( Rail biduvudu). May be rulebook can be explored to get this person dismissed from Railways.
Karnataka Rakshana Vedike has rightly pointed out shady deal here.
There are serious irregularities here. I am quoting from Indian Railway Establishment Manual Vol 1 Chapter 1 ( Incidentally the link to these rules where suppressed to favor Biharis- But I have the original thanks to Google Cache )

Now let us attract the attention of Bihari to these clauses.
Rule 179 in the para VI says the following
Procedure of Recruitment:— An Employment Notice indicating the total number of vacancies, the number of vacancies reserved for scheduled castes and scheduled tribes and ex-servicemen, scale of pay, qualifications prescribed etc. as well as the last date for receipt of applications, should be prepared in due time and issued to Employment Exchanges within the recruitment unit and to the recognized Associations of scheduled castes and scheduled tribes so that adequate publicity is given with a view to attracting the maximum number of local residents. The notices should also be sent to Special Employment Exchanges and the Vocational Rehabilitation Centres in the case of vacancies reserved for physically handicapped and to the Director General (Resettlement) and the Rajya and the Zila Sanik Boards in the case of vacancies reserved for ex-servicemen. Copies of these notices should also be exhibited on notice boards outside railway offices etc. situated in the area of recruitment.
Violations done here are to be noted.
1) Employment exchanges were not informed.
2) Railway office in Hubli did not display any details on the recruitment , forget about other offices elsewhere in Karnataka
Para VII says following
(vii) The employment notice should prescribe a simple application form to be filled up in Hindi or in the regional language of the area.
Violation here
This too was not done. Application was in Hindi!!
Rule Number IX says following
The number of applicants to be called for trade test/interview should be generally 3 to 5 times of the number of vacancies to be filled.
Violation here. There were already 100000 applications from Kannadigas ( God knows how many real Kannadigas..Biharis sure would have cooked up figure ) That is roughly 20 times the ratio of jobs. Railways violated their own manual calling candidates from Bihar when there were adequate local candidates.
Rule Number X says following
(x) As Group ‘D’ vacancies generally attract local residents, the applications of such candidates received by the administrations should be given full consideration at the time of selection.
Vilotion here again. Railways summarily are conducting themselves treacherous to the interest of the motherland that has given them existence.
Violations like these and suppression of genuine concerns is highly objectionable . The perpetrators of this in Railways should be brought to book. President of India should summarily dismiss the top officer of south western railways for acting against the unity of India by indulging in devious means to enrich themselves by throwing rule book to the wind.
Now let us come to press communication by southwestern railways. The person who gave out that press release should be held accountable for blatant lies and misinformation he tried to create.

Hi ,
This is one of the biggest drawback of growth both culturally and secularly.
The people who are the local residents must be given due preference because:-
1) You cannot talk to people in Hindi if you dont know that and regional language would help in communicating with the people.
2) Even our people need to exist in their place
Lets make our people lead a contentful life.

Its high for us Kannadigas to unite and fight for our rights otherwise we will be looted in our own backyard. Lets unite and have a true representation rather than people having self-serving interest representing us.
